Not legal without permission. You could link to the article, but actually cutting-and-pasting the article into your website would not be legal without permission.

What many people do is excerpt or summarize the article, then link to it -- that's generally legal.

i will do that for the articles i find on my own but as far as my members posting its hard to control that or know if they copy pasted so what could i face realistically if a website noticed i have one of their articles on my site?

You could face an infringement cause of action. Your best bet is to read up on 17 U.S.C. 512, and maybe google "DMCA safe harbor." Read up on the requirements for an ISP -- like having an agent for service listed somewhere on your website -- so that you can garner protections under the DMCA safe harbor provisions.
