The problem with this line of reasoning is that your mom isn't going to be licensed to drive just her car, she is going to be licensed to drive any car. Sure, today she's only driving her car, but what if it breaks down tomorrow and she is forced to get a newer replacement?Their cars are very new and very advanced, and she has a difficult time with these cars. Her car is 25 years old and is easy for her to use.

MidwestTech said his mom already has had lessons from private instructors but she is uncomfortable in their cars. If mom needed any permit, she would have one (good for at least a year).
If the mom is wanting to drive her repaired 1995 Nissan Maxima, I can see why the driver instructors are insisting on using their own cars (equipped with second brakes).
MidwestTech can call today (if he hasn't already) to see what is required of his mom before "practice" driving.

If she has a permit, she is allowed to practice with midwesttech (which was actually ops only original question) if op is 21 or older and has whatever type of license mom has a permit for. Your statements clearly show you see a difference between mom driving with a licensed instructor and Midwesttech. I stated mom needs a permit, you refuted that.

Someone her age can obtain a permit just by passing a written test (getting 28 out of 35 questions correct) and paying $20.
By the way, she had some private instructors *before* her license expired, *before* she took her test.
