What is the name of your state (only U.S. law)? Oregon

Okay, we messed up and our car was repo'd. The finance company tells us what we have to pay them and that there is a $12 per day fee to the storage facility to store it in order to get it back, also there is a $50 charge if I don't take them a key for them to cut a key to the car (I took them a key the morning after it was repo'd) At no time was I told that I could pick up my personal items from inside the car and now that I've paid the finance company and called to make arrangements to pick up the car they say there is the $12 per day plus another $50 fee for storing my personal items (a few pairs of sunglasses and a garage door opener). I was furious and hung up on the storage place so now they say only my husband can pick up the car because his name is first on the title. I'm on the title and the registration and the insurance - can they stop me from picking up my car because my name is 2nd on the title?

Ask the manager VERY nicely why they didn't give you your personal items when you brought them the key. Then ask him\her if they will waive that part of the fee. But don't hold your breath.
