What is the name of your state (only U.S. law)? New York

At the end of the school year all teachers are told to submit requests for the stipend positions they want to have for the next school year. I submitted my request for supervising the school cafeteria before 1st period, and over the summer I received a letter from the school district stating that I was appointed to that position (I have held that position for the last 2 years) for this school year at the agreed upon rate in our union's contract with the district.
On the first day of my duty, before I stated, I was told that the school monitors would be supervising the school cafeteria and I was lost that stipend because they wanted to use the money for something else.

Is the school district in breach of contract for their action since I was officially appointed to the position? The stipend they took away would have paid me about $300 per month.What is the name of your state (only U.S. law)?

The school has not violated any LAW. Since we cannot read your contract from here, we do not know if they have violated any contract. When you asked your union rep about this, what did he say?

The rep has a basic answer for everything, "the district can do anything they want."
In the contract only employment and termination of a teacher is discussed. The only mention of stipend positions is how much the pay.

The contract only discusses hiring, termination, untenured and tenured rights. I am a tenured teacher.
Am I to understand that there must be something in the contract that states "stipend positions once appointed are guaranteed" or something like that? I find this confusing brcause if I was a private contractor and had an agreement in writing with a guaranteed payment it should be breach of contract, right? Please, educate me.
