What is the name of your state?New Jersey
I am a law enforcement officer who was involved in a one car accident while traveling to work in uniform. Is this considered an on the job injury since we are on duty 24 hours a day.

My response:

You are on duty 24/7 for emergencies, not for handing out parking citations. Your accident is exempt from W/C because of the "going and coming" rule; i.e., You hadn't checked into roll-call.

Ditto to what IAAL said. An injury that occurs on your way to work or return back home is not an injury that occurred in the "normal course" of your job duties. The fact that you were in uniform is irrelevant.
