What is the name of your state? California

We received a not so friendly letter from our neighbor and she had CC'ed a few organizations on the bottom of her letter such as police Department, City of San Jose and a law firm and so on. We checked into it and she just wrote those to just suppositly scare us. I have checked into it and none of those organizations have received such letter. Is it legal to cc a variety of organizations and not really send them a copy or not?
She also used a company envelope to register mail this letter to us. Is that legal?
I appreciate any help I can get.

Why would it be illegal?
You may not like it and you may think it is mean and her job may not appreciate it but that does not mean it is illegal.

Are you seriously telling me that you think some body of lawmakers wasted their time putting together a law that says, Thou shalt not put a cc: on a letter without really mailing it to everyone on the list?

If so, I"m glad I don't live where you live. I don't want my tax dollars wasted on such nonsense.
