What is the name of your state?Ohio

1997. arrested on two 4th degree felonies. pled down to 1st degree misdemeanors. 30 day workhouse sentence. my applying for CCW a criminal offense?

Are you asking if the act of applying for your CCW would be a criminal offense? Or are you asking if your criminal history would keep you from qualifying?

To qualify for a CCW you are supposed to know your state's firearms laws. Make an effort to find them and study them. There are plenty of online resources like USA Carry, the NRA, your statutes, and, of course, the agency that issues licenses.

Asking if the act of applying for my CCW would be a criminal offense. I was on the Cuyahoga Cty Grand Jury,(four month, two day a week stint) and applicants who had a FELONY conviction were prosecuted. I was pled down from felony arrest to misdemeanor conviction.

That is because felons cannot have a weapon -- it is a weapons under disability charge. What was your misdemeanor conviction? That matters. And in order to get a CCW you have to take a firearms course in which you handle weapons. Which means you would be in possession of said weapon. As a felon, that would be breaking the law. Hence why applying for the CCW gets you in trouble. But again, what was your misdemeanor conviction?

Attempted grand theft/ attempted possession of criminal tools(fuel siphon tools)

Your conviction is what determines whether you are eligible or not. What you were charged with doesn’t matter.

My understanding is that applying for a permit when it’s illegal to possess a firearm is illegal in some states, I haven’t found such a law in Ohio doesn’t mean there isn’t one. Just means ive found nothing.
 
That's what I was hoping to hear, thank you. I'm the only one among my "shooting associates" who ever gets held up in a store purchase of a firearm. I've always guessed it was because of this transgession in my teen years. I've never been denied, just never brought a gun home from a big box store with out having to return a day later to pick it up.

This likely isn't the reason you are held up when purchasing. It is more likely that your name, SSN or birthdate closely matches a disqualified person.
