At what point was an obligation created between the state and myself subjecting me to it's driving laws?

the answer is: the point which you crossed the state line and were present in the state of Georgia. While within any states borders, you are subject to the laws of that state. It had nothing to do with contracts and nothing to do with being native to the state.
