cheap lazy landlord taking advantage of disabled, retired tenants

First of all let me say that I and especially my neighbors (who lived here for more than 15 yrs) have no plans of moving but landlord needs to resolve the issues that he's been ignoring. We have been very very understanding and patient with him...Especially my neighbors who take care of the landlord's duties.

I and my neighbors have a couple of complaints about him.
First of all there's a mice problem. I've caught and disposed of more than 20 mice since i"ve been here for the past 2 years. I'm sure they're coming in from some gap in the apartment. (btw i'm very sure it's not the same mice) I can never get rid of them so I stopped buying mouse traps.

Secondly, we all want a washing machine/dryer. He will not have it since he's paying the water bill (the only thing he's covering). I don't really have a big problem with it except it's inconvenient, but it's a health isssue with my neighbors....the 3rd floor tenant is on disability having pulmonary hypertension and she cannot walk for more than 5 minutes without extreme coughing and shortness of breath. My 1st floor neighbors are 66 yrs old and 76 yrs old..on top of their age, the one who takes care of laundry has had knee surgery making it slightly painful for her to walk. Both of these people do not have transportation and walk 4 blocks to the nearest laundry mat. If it's a money issue for him, he can alway install coin operated machines, but he will not.

Other minor issues include him not taking care of:
shoveling the snow (1st floor neighbor's grandkids do it)
turning/taking care of furnace (1st floor neighbors maintain it yearly)
repairs ..doorbell,water heater, leaks, jammed locks..(hasn't gotten around to it for the past years!)

The final thing that motivated me to post was that there was a problem with the water heater for the 1st and 3rd floor apartments and they had no hot water....when they complained, the landlord called them 6 hours later.
The 1st floor neighbor fixed the heater finally, WITHOUT the landlord having to come by.

We all try to maintain the place with no help from the ll, but when we're late with rent, he calls immediately and chages $40 late fee.
What can we do?
The other renters are too too nice to make him take responsibility.
Please give me some options, it's making me furious that he's taking advantage of them...when they already have problems of their own!

Unless the specified tasks are mentioned in the lease (shoveling Snow, providing Washer, etc...) then he is under no obligation to do so. As far as the repairs go, the tenents need to send him a certified letter, return receipt making him aware of what needs done to uphold his end of the upkeep.
Other than that these tenants would be better off moving to a ground level apartment with a washer and a better landlord.
