The State welfare department in Illinois has garnished my wages and put a levy on my checking account for past and present child support. The child is now 13 years old and I am not the bio father. I was never married to the mother or lived with her. There are other possible canidates for the father. I have never been served papers or taken a paternity test. The child does not live with the mother and I hasve no contact with the child. I reside in Georgia now. What are my legal rights?
