going pro se in federal court against state, civil right infraction
title 42 Sec 1981 the ablity to make contracts, equal protection
and Title 42 1983 deprivation of right, under the color of law,
question is do I need to file a 30 demand letter for compensation in the state of Az to the govenor before proceeding in Federal court or federal civil right codes ?
