If an issue has repeatedly been brought before the court including appellate court with decision in favor of defendant (homeowner) every time, should the ruling become law amending statutes?
Court rulings have found that the issue violates homeowners rights according to florida constitution and civil rights.
Can I file a class action law suit against all homwowner associations as a group to have florida legislators amend florida statute?

Based on your post, there is nothing wrong with the Florida statutes. You can't sue a group to force a change in law. Sue the HOA's to force them to comply with the exsisting laws would be the correct method. If the laws needed changing, the court would have found for the HOA's.
