There are limits to what can be done over a message board, and I think we're hit them here. Hope this discussion helps, (although I hope even more that if you get your deadbeat out, he doesn't buy a unit in my co-op :D)

Our association has a professional management company handle these things. There are proscribed processes that they follow so that they do not get too far out of hand. If legal action is necessary it is taken.
