What is the name of your state (only U.S. law)? Georgia

My daughter was brought to the ER by the resident school she lived at in NY (i was also a NY resident at the time). Doctors there decided that she needed to stay for a psych evaluation. They ended up keeping her several days. They were provided my insurance information, even spoke to me to verify as the card was provided by the school. The DOS was in October 2007. They released her back to the school, never to be heard from again. They never billed the insurance and now today, after 4.5 years, i receive a collection letter for $33,000. Am I liable for this balance? What is the name of your state (only U.S. law)?
