college tuition in washington

If a father and mother are both ordered to pay a percentage of college tuition, room and board in washington state, and the mother makes the child live with her while the child attends college, is the father obligated to pay room and board to the mother? I am concerned because I believe my husband's child wants to live at school, but the mother will see this as a way to get more money from my husband? Any thoughts on this, or is there nothing that can be done?
