I think your brother needs a tax attorney ...for another reason as well. and in the meantime, keep quiet ..I remain nervous that a conveyance of 1/2 his interest to another for what seems to be inadequate consideration AFTER the tax debt became apparent could be postured as a fraudulent conveyance --I could be wrong//but better safe than sorry .

And he might be wise to drag his feet a bit about doing math of what he can afford to pay until he has that new job safely started.

Last couple Qs if you please Taxing matters:
(1) If we were to hire you or a recommended colleague, what are ballpark costs to hire an EA to negotiate with the IRS and CA francise tax board (even the roughest of estimates is appreciated)?

(2) What is the process if he wants an atypical installment agreement (which I can guarantee he'll stick to)? Meaning does he submit an OIC anticipating it to get rejected and then wait to be contacted by someone thats your level within the IRS (or similar) whom we will then suggest an installment agreement? OR can we just request a longer installment agreement initially with a disclosure of his assets and job income etc, effectively skipping the OIC application/process entirely?

Thank you again for previous responses and hopefully we can hire you if possible...
