copyright status on destroyed items

Where i live is a huge cd market consiting of stuff junked by the big name publishers. Generally i pay about twenty cents us for music cds and DVDs. Some are slightly cut or drilled and this is done by the manufacturers who wants to write them off for tax.
I wonder what value they place on them for tax purposes?
Also, how can they claim ownership of the copyright if they have already discarded said items. Sounds like a major tax scam to me.
If anybody can cast any light of this corporate fraud, i 'd be very pleased to hear it.
