Hubby got a speeding ticket for 71 in a 55 zone.

I was reading info on "how to beat your ticket" and this one sounded like it had potential.....

Pursuant to CVC 40519 (b) you can appear in court via mail with a Written Not Guilty Plea.

Pursuant to CVC 40902 you can request a Trial By Written Declaration, meaning you do not have to appear in court.

The author states that the officer gets paid decent money to appear in court (usually overtime), so they usually make it a point to appear. However, with the trial by written declaration method, the officer has to complete PAPERWORK within a certain time-frame and does not get any extra pay for doing this. According to the author, 30% of cases get dismissed, because the officer doesn't complete the paperwork in time.

If you don't like the court's decision, you can then request Trial de Novo (Pursuant to CVC 40902 (d) and drag it out all over again.

Have any of you actually done this? Could it work?

No this wouldn't work.
Officers don't get paid extra for any reports they right. So the fact that they don't get paid extra to respond to this subpoena doesn't make a difference. Officers are required to respond to subpoenas or face discplinary action, so they wont be ingored or neglected.
If he was speeding, he was speeding...
My advice is to go to traffic school so that the ticket wont go on his driving record.
