What is the name of your state?I own a small business and want to know if it is legal to charge a customer a percent when a credit card is used for payment?

As soon as Visa, Mastercard, Discover, or American Express find out, you will not be allowed to accept credit cards anymore. It is against their policy.

If you want to accept credit cards as a small business owner, that is part of your expense.

odd question - wonder how...?

I thought I would ask - that was what I always heard but I received a bill from a law firm that says you can pay by credit card. M/C and Visa has an additional charge of 3% and Amex has a charge of 4%.?? so I wonderd why a law firm could do that?

It goes against the merchant's agreement. As far as I know, the credit card companies don't make exceptions. Some places try to get by with it until they are reported.
