credit card company stalling & profiting on fraud charges

Two of my CC numbers (I use them every day online for business) were apparently stolen around the same time. One bank caught the first fraud charge before it went through. The other bank let $8K of charges to ebay's Half.com go through with no fraud trigger at all. I found the charges about two days after they cleared and reported them around June 7th. I also found that ebay/Half.com on its own had already reversed about 5K of the charges, leaving 3K. Whether the rest would have been reversed had I not closed the account, I don't know.

I've turned in the notarized fraud affidavit etc. In the month since, all I've gotten is one "we have received the information you sent" letter dated July 4th that barely squeaked under the 30 day deadline. In the meantime they have not put these 3K remaining charges into disputed status, in fact, the rep suggested I pay them. And they have already charged me one months' worth of finance fees on them. Their rep told me "I might or might not get those back" down the road.

Is there anything I can do at this point? Someone suggested I file a FCBA dispute, but it says you must "make a good faith effort" before proceeding, and that the bank has 90 days to fix the problem. Still, it looks like I'm going to be jerked around here if I don't do something.
