If she is accruing late fees b/c of her own negligence then it's her problem. Is she trying to charge you for the late fees?

I suspect that what she is doing is juggling the money. Using the daycare money for other things when she is short, and paying the daycare later. That isn't necessarily wrong if the daycare debt is in her name only.
