deduction when being paid minimum wage

Resolution to the problem:

The DOL took care of the problem. The policy was changed for this employer - they can suspend/ fire after so many offenses. And, drumroll please, they had to reimburse EVERY employee for 2012-2013 that had the deductions made. They don't know who made the complaint, but it was taken care of. And by every employee, this is across his 6 franchises. There is an accountant out there who is not liking me much right now.

What I found out later was that they did NOT change the drawer between employees but only nailed the last person using a drawer. Since the policy change, my daughter has never come up short on a drawer. They pull the drawer AND count it in front of each employee before they leave.
