I am a public employee. I've worked for this City for 7 yrs. I was promoted to Manager on 08/11/99 after working as Interim Manager for the previous 3 mos. On 01/20/00, two weeks short of completing my 6 mos. probation, my supervisor told me that he couldn't allow me to complete probation. No reasons given. I was not given a performance review 3 mos after my promotion, as required by City rule. As recent as 5 wks ago my supervisor bragged about me to others and said I had a great future with the City.

But I believe the reason I was demoted is because I filed a complaint for fraud against another Manager, who is a "personal" friend of an Asst City Manager. This Manager was falsifying time sheets on behalf of her employees, giving overtime pay when no overtime was actually worked. This practice cost the City several hundred dollars. The payroll clerk, who reported to me, brought the problem to my attention and I acted on the facts. Unfortunately, my payroll clerk was moved to another department, I was demoted, and the Manager who committed the fraud still has her job.

My probationary period is up on 02/11/00. I asked to be transferred as a Manager to another department within the City, but my supervisor refused. What is your advise?
