Digs Break in - Who's responsible?

Hi,
I live in south africa, but this is a very standard question! I started renting a student digs frm the 1st of this month (Dec 2004). My landlord still hasnt been able to give me the keys to my digs. Yesterday my bed got stolen from inside the house. Could i hold the landlord responsible because she hasnt given me my keys??
