discrimination and violation of my rights in court

I am primary care giver for my daughter. My oldest (8yrs)daughter is being bitten on by her mother. It has been confirmed that her mother is biting her based on testimony from my daughter and her mother. The bruises on my daughter have lasted for periods lasting more than 32 days and cause her enough pain to make a report to her teacher. Visitation is not the main concern, my rights and my child’s are being put aside. DCS has been involved and has defined the actions taken by mother as abuse. Pictures, doctor reports, teachers written testimony have all been provided to the court and yet no provisions have been put in place to provide protection or a safe environment for my daughter simply based on the mother saying "we were just playing". We are now at the point where my daugther and I are being called the cause of this biting.
My youngest dauther was there as a witness and told the mediator that "they were not playing" and in reply the mediatior told her "yes they were".
This is abuse that is being passified and continues. this system has tied my hands and i have no way to protect my daughter.
I am a single black male and my children have been with me from day one. i feel like this is discrimination and a violation of my rights as a father and a violation of my daughters rights.
PLEASE HELP ME IN ANY WAY YOU CAN!

Let me get this straight: There are controversies on who is biting whom and why so this is "...discrimination and a violation of my rights as a father and a violation of my daughters rights...."?

I missed something there.

There's a leap you took that I can't see.

Tell us what you are talking about.

no there is zero controversy about who is biting my daughter. the problem is that i warned the court about the mother having mental issues. then mom (on top of other things) starts biting my daugther (leaving marks that last more than 30 days.

(now where my right to protect is affected) during moms next visit i told "mom" she could not take my daughter until we found out what was going on (because mom told me she fall and did it herself). the police were called out and i was given a ticket. the police refused to speak or look at my daughter.

i took my daughter to the doctor and she told the doctor "my mom bite me" and he reported it to cps. i tried to get an emergency order to stop visitation... it was denied (photos and doctors note was suppiled).
at this time the court could have protected my daughter and stop visitation for a short while to find out what was going on.

( b4 the next court date we had mediation and mom said "yes i did bite her but i was playing")

next. 2 days before our next court date i get a call from my daughter teacher. her teacher tells me that my daughter came to her in pain. when asked what was wrong my daughter said "my mother bite me" (this is about a month or so later). the teacher writes a letter stating just what happen and what was said. i take this letter to court and the judge says "what do you want me to do".
the court failed to protect once again.

it does not matter that any says that they were playing, the abuse is clear and yet nothing is being done and im being treated as if im the problem.
no one has even taken the time to tell mom "dont do that".

the court told mom to take a parenting class and she took one on the internet and didnt even finish that.
this is driving me crazy
