the statutes I cited clearly state it does not require the property be a cemetery. I suspect that is why the requirement of the biodegradable container. It allows the ashes to simply be assimilated into the soil.

and since the container would biodegrade, there would be no moving the remains as they would not be considered to be a consolidated package.
