Look, there is no state or federal law which mandates that an employer must give you a raise. This means that you don't have a legal leg to stand on because your employer doesn't have to give you a raise at all, let alone make sure that you get the same raise as everyone else. If you don't feel like you are being treated fairly you should look for another job.
