UH none of you got the point here......

Its NOT the ground floor thats important.

A lot of ZONING codes will not let you build a legal apartment that is on the same level as a sump pump.... so it can be the ground floor or the basement.

1) YOU are the only person who said that this was a sump pump.
2) Most sump pumps are not built at ground level, but are inside a 'sump pit' used to collect drainage.

Geez guys:

It wasn't a heavy or flood inducing rain by any measure, but the water pump located beside my
apartment wasn't working. Instead of taking water down in to it, it did nothing. Do to the faulty
water pump, my apartment flooded.


Water pump/ sump pump same thing....it didnt work, and his Probably ILLEGAL apartment flooded!
