regarding the FASFA: I was told when my daughter was applying for aid that our (the parents) income was considered until she was 21 and had to provide a copy of our return for the FASFA. She only had to sign a declaration that she had not filed. So if she had even nominal income, and she files a return, the amount of funding she receives is based on your income brackets, not just her (....even if she doesn't live with you; our daughter had not for 2 years. The financial aid office said the government had changed the rules a few years ago)
