What I understand from your explanation is this: loose dog came after your dogs. You stood between to separate them. Somewhere along the line you got tangled and tripped by the leashes. Humans are fine ... doggies are fine ... no major damage was cause.
The neighbors are going to be putting up an interior baby gate to slow the dogs. They are looking at putting in an electric fence in to boot to keep the dogs in.
I will be carrying my bags in a waist pack, along with my phone. I will be picking up some pepper spray.
No litigation will be happening. I didn't think so, but I wanted to understand the liability from both sides.

I assume you mean like Invisible Fencing? Be aware that it will NOT stop a dog determined to get to something on the other side.
