I am in Arkansas. We live on a dead end private lane. We have a problem with low water bridge that crosses the lane/driveway/easement (whatever it is called). It floods so badly that we cannot get in or out. The problem is we are at a standstill of whose responsibility it is to fix it.
We share the bridge with one other neighbor, but the bridge is not on either of our property.
I have attached a picture to show what I am talking about. My property is on the bottom of the red line:

Who is responsible for fixing this? There is another culvert that had been brought out in an effort to repair it, but no one knows who brought it out in attempt to fix it, including the person we are buying the property from.
