I am a student at Fairfield University in Fairfield CT. Some 250 or so students live off campus primarily in one area along the beach among older permenent year round home owners. A local ordinance was passed that levies a fine stating that a police officers overtime salary (per incident) must be paid by the owner or leesor of any residence in which the police have been dispatched to at least twice in a month. How can I demonstrate that this local ordinance is directly targeted towards students and thus violates due proccess rights contained in the Constitution of the U.S.?
