Over 22 years ago I was convicted of a dui, I paid part of the fines, and then moved out of state and never paid the remainder, I never heard from NJ till last week. I owe close to four thousand with interest. Do I have any rights on paying this fee (mainly interest) when I was never notified till now?

As a part of your sentence was to pay a fine, you agreed to do that and paid a part of it, you fled, you owe the money.

You did not HAVE to be notified because you knew when you left what you owed.

You're lucky that a warrant has not issued for your arrest on this charge for failing to pay the fine and thus complete your sentence.

Pay The Fines

Moving to another state does not "nullify" the conditions of your sentencing. It took 22 years, but they eventually caught up with this.

You'll likely be facing a "failure to comply".

Anywhere you move is recorded in your credit file with the 3 major credit tracking agencies. You can be found.

It's going to take time to get the money to pay for the fines, I do not want to set up a payment plan or put it on a credit card, what can they do in the meantime, issue a warrant for my arrest cross state lines and come get me?

No, not for a misdemeanor, and not for owing money.
Let me rephrase.

They can not issue a warrant just for you owing money. IF you have *pending* charges AND these charges are misdemeanors they can arrest you but they will not cross state lines to do so. And if all your problem is owing money then this is not Interstate Flight to Avoid Prosecution and you are not among America's Most Wanted.

But you need to pay to avoid further complications, asap.
