ebay item never shipped

What is the name of your state? PA
If a seller on ebay lists several auctions for expnsive items and once receiving money never ships the items he decides to return a portion of the money paid..... is it fraud? Is there a magic number (dollar) that goes without being prosecuted? Also...isnt it liek a business going out of business? STore owner takes money then goes out of business and never delivers? Fraud?

I had someone not ship something for a month and finally I got on ebay and filed a complaint. After I did that I recieved my product within a week by UPS. I've ordered hundreds of things on ebay and this is the first time this has ever happened. Just go through ebay and make a formal complaint first.

I believe E Bay covers the first $200-$250? You have to go through a complaint process. For a larger sum, if you paid by CC then call them and dispute the charge. If it was through a postal money order then they broke several laws. Contact the USPS.

You can also contact the FBI for internet fraud and the attorney General in the state he resides in. Lastly, contact the local police department where he lives and file a compliant.

I have bought many items on Ebay (probably at least a hundred).

On one occasion, I sent the money and didn't receive my $10 item. Numerous emails and two months later, I pulled up the seller's contact information, available through Ebay and called the seller. I got a voicemail on a cell phone. He never returned my call. My second call warned him that I would not go away. Still no item.

I went to the FBI's internet fraud site and file a complaint. I got a really quick response from them. About four days later, my item showed up.

Hey, it was just $10, but it was the principal. I paid the guy and I wanted my item.
