We're not talking about what happens during her 30 minute unpaid break, quincy, we're talking about the two fifteen minute paid breaks. I am well aware of what California law requires.

Just be careful. I am an operations manager of a business and you have to make sure this is will not come back to bite you in the butt.
She may have a medical condition that is causing her to fall asleep during the day. If you take action against her (warning, termination) she could come back and make trouble. With that said, sleeping at her desk is unacceptable and you can inform her of this, but you may want to suggest that she see a doctor if the naps continue.

If she had a medical condition that causes her to fall asleep during the day, why did she not mention it when she was counseled for this before?

If she has a medical condition that causes her to fall asleep during the day, how is it that she only does so during her breaks?
