Two women, the same age range and race, work the same job and have the same job title. The woman that has been there 5 years makes less than the woman who was hired 1 year ago. That doesn't seem right--it seems that the long term employee should be earning the most. Would that be discrimination of some sort?

Generally speaking "No". The only possible discrimination would be if the more senior employee were being paid less due to her age (40 years or older) or some other protected category. Or, if they were union employees and the pay difference was in violation of the Collective Bargaining Agreement.
