equitable adoption?

I have heard of an equitable adoption also called putitive or constructive. I would like to know the details of this and if it is recognized in the state of Arkansas. My new husband has taken in my daughter and supported her for three years and now her biological father has been told he no longer has to pay child support. Please let me know any information you may have on this. Thank you.

He's wrong. He needs to terminate his parental rights to not have to support the child.
