Brother escaped from diversion center at Christmas.......when I am present for his charge and sentencing, will I be allowed to speak on his behalf in regards to his reason for leaving.

My response:

If his lawyer wants you to testify, then the attorney will add you to his "Witness List". Otherwise, no.
