What is the name of your state? Oregon
My ex wife was ordered by the Court for our divorce to pay off a credit card bill that she secretely applied for in my name. This was ten years ago and she is only paying a small amount every once in awhile. Since this is still in my name, it hurts my credit rating.
Can I take this case to a Small Claims Court and get a judgement that will give me the right to proceed with wage garnishment, home lien, etc. unless she pays off the credit card bill of approximately $3000

You have to go back to the court where you first got the judgment in the lawsuit and ask file a motion for contempt against her for not paying. Since it was ten years ago, I doubt that the judge will move it to the front of the docket.
