What is the name of your state (only U.S. law)? CA

I was contacted by a recruiter for a job opportunity. After 3 interviews, I was told by my recruiter that I got hired. After finish the background check paperwork and couple days waiting to hear back, I didn't get any confirmation.
I was contacted by my recruiter again telling me that the employer changed their mind and hire someone oversea.
Is this a false employment? Is this practice illegal? Can this be a lawsuit?
