False Reports to INS

What is the name of your state?North Carolina

My Fiance is not a citizen and has a Green Card. His renewal application is under review after having been convicted of a crime but our immigration attorney thinks that he does meet criteria for having it renewed and will not face deportation. Now, he is involved in a Civil Suit resulting from the same manner. The opposing side in the suit has threatened to call INS and make FALSE reports that my fiance has threatened his life and his family (which is RIDICULOUS). He has never done this and the person obviously has no evidence that he has. We also have an e-mail from him stating that he will call INS only if we don't settle in the Civil Suit. My questions:
Is intentionally making false statements to INS a crime? Who can it be reported to? Does an accuser need to show any evidence? Would he/she be expected to have filed a police report of any sort? Any advice would help.

Not an attorney here....

....nor do I play one on TV. I'd say you've got wonderful evidence in your email to present in your case. Ask the judge for discovery that includes emails.

If you've got nothing to worry about with Immigration, then pre-empt this guy and go to Immigration and tell them, and take the email threat with you. Show that you haven't threatened; but you'll have to know how these threats allegedly occurred. If you can show you don't know this family/friends, then you're good to go.....

Being honest and truthful will overcome baloney in the end.....
