I have been passed over for a new position and promotion for which I was qualified for. The position has been offered to a non U.S. citizen who works for a foreign company that we purchased several years ago. The foreign operation is to be closed at the end of the year so my parent company is offering positions to those laid-off, either in Europe or the U.S. I feel for those who have been laid-off, but I don't think I should be denied a deserved promotion because of their bad luck. Isn't their a law on the books that stop non-citizens from taking positions that U.S. citizens are qualified for?

unfortunately, the laws in your case are against you, as in they are not in your favor. as long as the employer can show that there is a definite gain (not legal term here) by hiring the foreigner over the us citizen then that is normally sufficient.
I am on the other end of your situation. I am the foreigner that probably took an "American's job". In my case however, I feel, I was the better candidate for the job, but there were about 50 candidates of which I was one of two minorities and I was the only foreign national. It was a hard sell probably for my company, but as long as they think I am valuable, and want to keep me, they can pretty much do whatever they like.
I feel for you, but I don't know that you do have any legal recourse. Perhaps usdeeper might shed some light on the legalities involved.
