I think almost any argumentation can be refuted.Arguments are build like a building structure.Deep digging around the supporting walls of the argument of your adversary sometimes crumbles the structure - invalidates opponents argument. Sublato fundamento, cadit opus****************************....

Every time there is discretionary power it is good to check is there as well Judicial control of such discretionary powers.Discretionary powers are exercised .So the weak spot is - how is it exercised....what I mean is - discretion can be used and discretion can be abused.Maybe you would like to discover that?If you were asked to conform to already established,general guidelines ,I think you have nothing to stand on,except the sheer magnitude of political/controversial charge,always easy to spark anytime religion is involved...

Again,talk to professional.I am not a lawyer and I really don't have much sympathy for you.Heck,if is up to me ,you have as much right to perform those ceremonies as I do:D
