Gas conversion holdout wants compensation

What is the name of your state? Alaska

I bought my condo 2 years ago and am the vice-president of my condo board. Our 32 units converted to gas heat about 15 years ago except for one unit. That unit then sold several years later to the current owner, Marlene.

Our HOA dues cover the gas heat since there is only a single meter. Marlene is a senior on a fixed income and wants to paid for her part of the gas heat since she pays for her electrical heat. But the HOA does pay for her hot water for washers, showers and toilets. She lives by herself but has visitors over 60% of the time.

At first, Marlene wanted to pay for her conversion to gas but now says she cannot afford the $3000 for it. She would like the board to pay at least $30 per month for her part of the gas. The average total gas usage is $55 per month.

The argument against this case is that everyone paid in years ago for the gas. Marlene bought her unit at a very low price because not many people want electric heat.

Has anyone else gone through a similar history to mine?
