If a person gives a general power of attorney to someone, and later that person that gave the power attorney is no longer able to tend to their financial affairs, can the person with the power attorney then handle their financial matters?
If power of attorney notifies credit card holders, that Ms. X, cannot pay her credit card debt, can the credit card holder then harrass the power of attorney.
Person with Power of attorney is simply the caregiver, and Ms. X is not competent enough to handle her financial affairs.
