What is the name of your state?What is the name of your state? NY

I own a unit in a condo. Lots of owners have not paid common charges in years. What's the quickest/cheapest way to get that money?

And, in addition: we were without a certificate of occupancy for a number of years and are in the process of getting one. However, some shady deals seemed to have happened with 2 foreclosures. How did new buyers come in when there was no C.O. and why didn't the Board get any back charges?
