Getting gipped out of my deposit

What is the name of your state? California

I lived in my last apartment for 3.5 years. I paid approximately $1000 as a deposit. When we had our annual inspection last year, they told us that we had the "old carpet" which would have to be updated when we moved out. We just got our statement from them, along with a bill for $200! Ok, we didn't do the best cleaning job, so we don't mind paying for that, but:

1. They're charging us $500 for the carpet. If they have to replace it anyway because it's old, why do we have to pay anything??

2. They're charging us for part of the paint. After 3.5 years, the whole apartment has to be repainted anyway, doesn't it?? I'm at work and I got this news over the phone, so I don't have the lease readily available to see if it talks about this.

I appreciate any insight anyone can offer as to what I can do now, that doesn't involve attacking me for what I should have done, etc.
