Golf Carts and Four wheelers on public roads/minors

What is the name of your state (only U.S. law)?
Georgia- There are neighbors on my street who allow their minor aged children (I'm guessing- as young as 8/9 years old) to race up and down the street and in a church parking lot on our block. They are using a golf cart and two "four wheeler" ATV's that all come from the same household.This goes on often throughout the week, almost daily with no parental supervision whatsoever. Their speeds and behavior (stunts such as wheelies and "burnouts") are not only a nuisance, but are very reckless and dangerous to the children and the traffic using the street. This is happening in the downtown neighborhood of our small town, the "historic district". What can I do?

Call the police.

It would seem that you and anyone else concerned with the problem should notify the police when the problem is happening, and, let them know that it is an ongoing problem.
