H1-B visa - 3 month waiting period?

Hi, I'm currently in the USA on a J1 visa. I'm looking to find a job and H1-B visa sponsorship after my J1 visa expires. Ideally I'd like the H1-B visa to start on October 1st (assuming I manage to find a job) during the new year's quota of H1-B visas.

However I have been told that in between the J1 visa and H1-B visa I must return to my home country for 3 months (I am not subject to the 2-year rule). Can someone confirm if this is the case?

If you are not subject to the 2 year home residency requirement, you do not have to leave the US, provided you have an approved h-1b visa petition waiting for you when your j-1 is up.
