I have utilized 5 and 1/2 years of my H1-B and resigned my Job on Oct 30, 2015.

Entry and Exit details
1. Entry date dec 14 2008 Till Exit 02 Jan 2010

2. Entry date May 14 2011 to May 20th 2014

3. Entry in US June 07 2014 To 10 Nov 2015(per I-94)

Before I resigned applied for COS to F1 during Aug 2015, however my F1 got approved only on July 2016.
I am on OPT currently and my PERM is approved, can I get my H1B back by using the recapture time outside the country?

Eh? If you quit your H-1B job, you can't get your H-1B back period. A new employer (or the same one for that matter) can apply for a new H-1B for you. I'm pretty sure you're going to have to start over (for instance, cap issues) that you wouldn't have if you tried to change from one H-1B to another directly.
